Help Pass Senate Bill 1738—The PROTECT Our Children Act

Hundreds of thousands of children are victims of sexual abuse each year. Due to the sheer lack of resources, law enforcement is unable to follow up on the majority of leads they have.

The PROTECT Our Children Act will:

Authorize over $320 million over the next five years in desperately needed funding for law enforcement to investigate child exploitation.
Mandate that child rescue be a top priority for law enforcement receiving federal funding.
Allocate funds for high-tech computer software that can track down Internet predators.

I know that you believe, like I do, that we must do everything possible to protect children from sexual predators. That is why I am asking for your help.

Last year alone, U.S. law enforcement identified over 300,000 criminals who were trafficking in movies and pictures of young children being raped and tortured. Experts say that one in every three of these criminals has local child victims. Child pornography trafficking over the Internet has given us a trail of evidence that leads straight to their doorsteps, but the vast majority of these children will never be rescued because investigators are overwhelmed, outnumbered and underfunded.

As your constituent, I urge you to do everything in your power to pass the PROTECT Our Children Act (S. 1738, Biden-Hatch). This bipartisan legislation passed the House 415-2, but it is now the victim of petty partisan politics.

Now that we know where these children are and how to protect them, there is no excuse for the Senate to fail to take action this session.

I hate it when congress screws up needed legislation with pet projects. Apparently S. 1738 has been rolled into S. 3297, a $10 Billion Omnibus bill which is a consolidation of 30+ other mostly unrelated spending bills with a little pork thrown in.

Sen. Tom Coburn, R-OK, has introduced S.3344, which pairs S.1738 with S.519, the 2007 SAFE act. See LOC information here

S.3344, since it is broken out from the other spending, is a $1.059 Billion bill.

I haven't looked those up to see how accurate they are, so if anyone wants to dig up confirming CBO figures, feel free to post your findings and supporting links.

I will urge my senators to vote for S.3344 as it does not contain the other unrelated spending, a few of which look suspiciously like pork barrel projects. Let them consider the other pieces of S.3297 on their own merit.

Advancing America's Priorities Act - Amends the Public Health Service Act to: (1) establish a system to collect data on amyotrophic lateral sclerosis (ALS) and establish a registry for such data; (2) provide for an education and information campaign to promote stroke prevention; and (3) award grants for a pilot project to improve stroke patient outcomes by coordinating health care delivery through telehealth networks.

Establishes programs for research, rehabilitation, and quality of life for people with paralysis.

Provides for support services to women suffering from postpartum depression and who receive a positive diagnosis of Down syndrome or other prenatally or postnatally diagnosed conditions.

Directs the Secretary of Health and Human Services to make grants to states to provide vision care for children.

Amends the Runaway and Homeless Youth Act to expand services for homeless youth and to reauthorize funding for programs under such Act. Requires the Secretary to conduct a national homeless youth awareness campaign.

Provides additional funding to the Department of Justice (DOJ) to investigate and prosecute violations of criminal civil rights statutes that occurred not later than December 31, 1969, and resulted in death.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize through FY2014 the grant programs for: (1) adult and juvenile collaboration for access to adequate mental health treatment; and (2) mental health courts. Expands DOJ's authority to investigate and prosecute child pornography crimes. Extends the program to protect drug-endangered children.

Directs the Attorney General to implement a national strategy for child exploitation prevention and interdiction. Amends the Lacey Act Amendments of 1981 to add nonhuman primates to the definition of "prohibited wildlife species" for purposes of the prohibition against the sale or purchase of animals in interstate or foreign commerce.

Amends the Chesapeake Bay Initiative Act of 1998 to make permanent the authorization of appropriations for the Chesapeake Bay Gateways and Watertrails Network.

Amends the Federal Water Pollution Control Act to include among eligible grant activities the development and implementation of programs for source tracking, sanitary surveys, and prevention efforts to address the identified sources of beach water pollution.

Extends funding for programs for Appalachian regional development. Reauthorizes the Appalachian Regional Commission through FY2012.
