what qualifies as "True Deep Water"?

I wonder if the reason we have so many unsightly 800' + piers is that realtors call marsh front "true deep water"
If it's true deep water, you shouldn't have to hike for almost a half an hour to get to a boat that's sitting in the mud till mid tide.

I'm near the golf course on Ladies Island - with a long enough dock I too could have a deep water lot . . . at least a mile.

if I live mid craven street and have the money to build a dock over everyone's house, in everyone's way.... I know that's silly, but really...
I just don't understand the point of saying that you can't build a dock on a tidal creek cause if someone wants to pay for a dock permit, like a realtor who's looking to sell, then they do it anyways...
The market sucks right now but that's no reason to call something what it's not. Deep water?!? True deep water?!? what a joke
